DBJ Issues Call for Proposal Local & International Fund Manager - The World Bank A2F Project

The Development Bank of Jamaica (DBJ), through the Government of Jamaica (GoJ), has received financing from the World Bank and intends to apply a portion of the proceeds of this loan towards the Access to Finance for Micro, Small and Medium-sized Enterprises (MSMEs) Project, specifically to Component 2: Supporting a Small and Medium-sized Enterprises (SME) Fund for risk capital financing.
This Call for Proposals (CFP) is being issued for a Fund Manager, with the capability of raising matching “private capital” and undertaking investments in Jamaican SMEs.
The DBJ administers the  Jamaica Venture Capital Programme (JVCAPITAL), and is the Project Implementing Entity for the Access to Finance for MSMEs Project. The DBJ is a member, and the Lead Anchor Investor, of the Investor Panel (Jamaican Corporate and Institutional Investors), which seeks to select a Fund Manager for the establishment and management of an SME Fund in Jamaica or another eligible jurisdiction. Eligible applicants are invited to present proposals (the “Proposal”) to the Investor Panel in accordance with the requirements described in the Call for Proposals (CFP) document.
Proposals must be submitted via mail, courier or presented in person by the applicant’s representative to the DBJ, 11a Oxford Road, Kingston 5 on or before Friday, July 31, 2020 at 3:00 p.m.
Proposals received after the submission deadline will not be accepted. Proposals will be publicly opened at 3:15 p.m., on July 31, 2020, in the presence of the Proposer’s designated representatives and online via Microsoft Teams, Zoom or WebEx. Fund Managers selected under a pre-qualification process will be required to make a presentation in person or online via Microsoft Teams, Zoom or WebEx. to the Investor Panel, on a date to be advised.
